Yes, it is not far from Cape Vincent, NY - although you should pay special attention to the weather. The bay is very shallow and as it is at the end of Lake Ontario, the waves can push you into shore quickly if the wind is up. Boaters are expected to contribute (pay admission fees) in the same way as those passing the gatehouse.
